Challenge

A major East African seaport was experiencing severe operational inefficiencies stemming from the absence of a digital platform connecting its diverse stakeholder community. Average cargo dwell time stood at 18 days — among the highest in the region — driven by manual documentation processes, sequential rather than coordinated agency inspections, and near-zero visibility into cargo status for freight forwarders and importers. The port authority was losing significant revenue from billing gaps inherent in manual processes. Shipping lines were reducing call frequency and diverting cargo to competing regional ports, threatening the port's position as a regional hub. The economic cost of port inefficiency was estimated at over $200 million annually in lost trade and logistics costs.

Approach

Gloseg Technologies deployed its Port Community System (PCS) over a 24-month implementation programme. The engagement began with a comprehensive stakeholder mapping exercise, identifying 340+ port community members across freight forwarders, shipping lines, customs brokers, terminal operators, government agencies, and importers. The implementation was structured in three phases: Phase 1 established the core PCS platform and onboarded the port authority and terminal operators; Phase 2 integrated 12 major shipping lines via EDI for advance vessel and cargo notification; Phase 3 onboarded the broader freight forwarder and importer community and integrated the customs management system for real-time clearance status. A dedicated stakeholder onboarding team managed the change management process throughout.

Outcome

Within 18 months of full deployment, average cargo dwell time fell from 18 days to 6.2 days — a 65% reduction that restored the port's competitiveness as a regional hub. Port revenue increased by 28% from improved billing capture and increased cargo volumes as shipping lines restored and expanded their call schedules. All 340+ port stakeholders were successfully onboarded to the PCS platform, with 94% of documentation submitted digitally. The port authority received recognition from the regional port association for the most improved port performance in the region.
